Driving the news:
Pennsylvania has made substantial progress in improving digital accessibility in recent years, propelled by state initiatives and the leadership of key institutions. Highlighting their commitment to digital inclusion, several major developments stand out: Pennsylvania’s Digital Equity plan, an unveiling of a crucial new accessible website, and the Library of Accessible Media for Pennsylvanians (LAMP) releasing over 1.5 million accessible media titles for people with disabilities.
These actions align with a federal push toward accessibility. On April 24th, 2024, the Department of Justice announced updated regulations under Americans with Disabilities Act (ADA), mandating that all web content and mobile apps meet specific accessibility standards to support individuals with disabilities. This landmark update requires state and local governments as well as public educational institutions to confirm compliance.
Bridging the digital divide: Pennsylvania’s Digital Equity Plan
In a major boost for digital equity, the National Telecommunications and Information Administration (NTIA) has approved Pennsylvania’s Digital Equity Plan, part of President Biden’s Investing in America Agenda and the ‘Internet for All’ initiative. This approval unlocks $1.1 billion in federal funds for Pennsylvania to directly address the digital divide.
The plan, fueled by a significant $1,604,130 from the State Digital Equity Planning Grant Program, targets gaps in digital access, skill enhancement, and affordability of digital resources. Through this strategic approach, Pennsylvania is set to ensure that every resident has the tools and capabilities needed to thrive in the digital economy.
Pennsylvania enhances health insurance appeals with new accessible website:
The Pennsylvania Commonwealth Office of Digital Experience (CODE PA), in partnership with the Department of Insurance, announced the launch of a new website on Monday, designed to simplify the process for residents appealing denied health plan services. The website boasts advanced accessibility features, ensuring inclusivity from the initial design through to development.
Going forward, CODE PA plans to apply the same design and template to future projects, ensuring consistent accessibility and user experience across their digital platforms.
LAMP lights the way: Pennsylvania makes reading accessible
Pennsylvania is making significant strides in improving accessibility through the Library of Accessible Media for Pennsylvanians (LAMP), a collaboration among the Pennsylvania Office of Commonwealth Libraries, Carnegie Library of Pittsburgh, and the Free Library of Philadelphia. This initiative aims to ensure that everyone, regardless of their physical abilities, can enjoy the wealth of reading and media available.
LAMP provides over 1.5 million accessible titles in a variety of formats tailored to different accessibility needs, including digital, Braille, Print/Braille, large print, and audio-described DVDs. This expansive library ensures that all Pennsylvanians can experience the joy of reading in a format that works for them.
More than just a provider of books, LAMP is part of the Library of Congress’ National Library Service for the Blind and Print Disabled, underscoring its commitment to accessibility. The program also offers specialized services for young Pennsylvanians under 21 who struggle with standard print. LAMP Reader Advisors offer personalized support, recommending titles and helping users navigate the service’s offerings, making the library’s resources fully accessible to all.
Looking forward:
Pennsylvania sets a strong example for other states to follow. The state’s commitment to digital accessibility is being demonstrated by proactive initiatives to embrace inclusive practices across various platforms and services. This dedication ensures that all citizens, especially those with disabilities, can participate fully in the digital age. These concerted efforts will enhance accessibility and inclusivity, ensuring that all residents can benefit from the digital transformation sweeping through the state.
